The Executive Power: "The president shall be commander in chief of the army and navy of the United States" (Article II, Section 2.)
In this political cartoon the President is commander in chief because he is deciding where to move the the United States in combat. President Obama is commanding the U.S. army in a chess game that resembles a war. He has the power to do this because he is the president and executive power he has the power to be commander in chief of the United States army, according to article II section 2 of the Constitution.
